Reporting to and in coordination with the People & Culture Manager, the People & Culture Administrator provides excellent service to the public and staff of the YMCA-YWCA of the National Capital Region. The People & Culture Administrator supports the general administration of all HR functions across the Association.

Key objectives:

  • This role is critical in creating and maintaining an environment of trust and respect between management and employees.
  • This position is responsible for providing support to management, employees, and volunteers on all HR functions.
  • This position is responsible to support the implementation, consultation, compliance, and training regarding the Child, Youth and Vulnerable Person Policies and Procedures across the Association.

 Specific Responsibilities

The People & Culture Administrator will assist with organizational planning and development, recruiting, retention, training, employee relations, compensation, benefits, and counsel with the management team on HR and business related strategy.

Main responsibilities:

  • Prepare and update employment records related to hiring, transferring, promoting and terminating staff and volunteers
  • Provide information to new job candidates including, job duties, responsibilities, benefits, schedules, working conditions, promotion opportunities, etc.
  • Administrate the HRIS: create profiles, produce reports, make profile modifications, etc.
  • Control the onboarding training to new staff
  • Control the training to new and existing staff regarding policies and procedures
  • Ensure all job postings are listed in accordance with the requirements set out in the YMCA-YWCA job descriptions
  • Implement HR policies, procedures, and objectives.
  • Organize and tag all incoming resumes.
  • Support general administration, including performance reviews, employee surveys, training seminars, HRIS maintenance, filing letters, organizing, printing, and filing, etc.


  • A post-secondary Certificate or Diploma in office administration, human resources management, or a related field is required
  • 1 year of experience in Human Resources would be ideal
  • Knowledge of the Employment Standards Act, Labour Relations Act, and the Human Rights Act
  • HRIS experience would be ideal
  • Strong verbal and written communication skills are required
  • Strong attention to detail, as the preparation of Human Resources documents, requires significant accuracy
  • A high degree of professionalism and confidentiality is required in this role


  • Must provide a Criminal Record and Judicial Matters Check (Level 2), not older than 6 months, as per Association policy
  • Annually all staff must complete the mandatory training for the Protecting Children, Youth, and Vulnerable Persons, and submit the certificate of completion

  • Communication– Communicates in a thorough, clear, and timely manner and supports information sharing and goal achievement across the Association.
  • Quality Focus– Ensures that success criteria for self, staff, and programs are set, reviewed, and surpassed regularly to provide excellent service delivery.
